Abstract

Researchers at centers who aspire to excellence can not be civil servants, have to be of Spanish nationality. The government put in charge of the international scientific institutions. In Spain still unrealized improvements in the organizational model of universities and public research organizations. On the contrary to what happens in the European neighboring countries. Perhaps the first thing to do is try both universities and institutions that are independent of political power.
