Abstract
fIt is necessary to make some preliminary clarifications. In what follows I will refer frequently to the NFR (Ministry for Research). This is a body consisting of scientists, under the Ministry of Education and Science Sweden, which has almost the entire burden of financing of research in all fields. The governing body is elected democratically from among university professors, so their composition is not linked to the party in power at any time.
